Project Summary

The main purpose of the activity will be to compare how emergency preparedness is organised at the Nordic nuclear power plants. Vattenfall, Fortum and IFE will participate in the project.

The activity will start with evaluating the work processes and the decision-making process in the existing emergency management’s preparedness room. The aim is to evaluate if there is a common Nordic understanding of these issues among the emergency management teams and to identify possible improvements in the processes. The collaboration and communication with the authorities in the emergency management process will also be focused on during this survey.

 

A two-day survey of the situation in the preparedness room will be carried out by means of interviews and analysis carried out in cooperation with relevant persons in the emergency management teams at Vattenfall, Fortum and IFE using a method developed by IFE. This method is used today for evaluating work processes and decision-making processes in control- and collaboration rooms with several references within the oil- and gas industries. The methodology and analysis experiences will be utilised and adapted for use in the nuclear emergency preparedness domain. When carrying out the interviews and analysis one will also focus on identifying improvement potentials based on access to new technology and/or organizational changes.

 

The interview material from the various emergency management teams will then be collected and analyzed with regard to a common Nordic understanding of these issues among the Nuclear power plants. This material may also reveal possible improvements. The result will then be presented and discussed with the emergency management teams in a workshop where also the authorities in the Nordic countries will be invited to participate. One session of this workshop will especially address the collaboration and communication with the authorities during the emergency management process. The NRPA and STUK have already shown interest in the project and will participate in the workshop. A summary of the project will be presented in a final report.

 

Depending on the outcome of the activity it might be of interest to continue with further work by suggesting and/or identifying necessary measures for improvements and as a next step evaluate possible consequences, including HES (Health, Environment and Safety) consequences, by introduction of the measures. Furthermore, the usefulness of this method in analyzing the emergency management decision making process within the authorities should be considered.
